...and to complete the triple threat of the already dangerous Federal Pacific electrical panel we have what's called a double tapped breaker (actually there were two in the panel box but you get the idea.) Double tapped breakers increase the risk of this electrical panel already prone to overheating by preventing the conductors (wires going in) from them both making a solid connection which can cause arcing which causes carbon build up which causes more arcing and perpetually worsening of the already dangerous conditions.
